Wikipedia-Article "Ninku"

Ninku (忍空 Ninkū?) is a Japanese manga series (that was later adapted into an anime television series) about an odd-looking 12-year-old boy named Fuusuke who is actually a powerful warrior from the Ninku school of martial arts, which mixes ninjitsu and karate.

In the series, those who could use Ninku were targetted by an evil empire and Ninku corps were formed to combat the menace. After the war was over, the Ninku were defeated and almost all of them were destroyed save for a few corps' generals. Fuusuke, despite his young age is a Ninku corps general, has learned to control the wind. The series begins three years after the war when Fuusuke and his flatulent penguin start searching for other Ninku captains, including one who can control the earth and move freely through the ground, and one who can make his body act as a giant bullet.
